Role purpose

Lead the integrated identification, screening and scoping of digital-infrastructure opportunities across Europe and Eurasia, and provide the documented 10+ years of smart-cities/ICT-development leadership required by the solicitation.

Representative assignment problems

Integrate intelligent transportation, smart energy/water utilities, operations management, 5G/fiber and cybersecurity into coherent project concepts.

Direct Preliminary Assessments, Project Reports and FS/TA/pilot TORs, budgets and schedules.

Translate incomplete sponsor concepts into financeable, implementable and U.S.-export-relevant activities.

Responsibilities

Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules and the cumulative Final Report.

Participate in rapid mobilization, remote analysis, quality reviews and international travel when assigned.

Coordinate across technical, country, finance, export, resilience and editorial disciplines; surface contradictions and uncertainties early.

Protect Government, sponsor, customer and candidate information; immediately disclose actual, potential or apparent conflicts.

Minimum evidence-based qualifications

10+ years of directly relevant smart-cities and ICT-development work with dated, named projects.

Expert-level evidence across at least four mandatory domains and leadership integrating the remaining domains.

Examples of sector guidance, FS/TA/pilot TORs and technical/economic/financial project evaluation.

Europe/Eurasia experience strongly preferred; international development-agency experience highly desirable.

U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting.

Ability to support proposal or delivery activity on approximately 20 days' notice, subject to assignment timing.

Strong written English and ability to produce concise Government decision products.

Willingness and ability to travel internationally, including up to three trips of up to ten business days when assigned.
