Position Summary
Axyde Analytics is seeking an experienced Program Manager to lead a Department of Defense data, analytics, and artificial-intelligence modernization IDIQ and its initial task order.
The Program Manager will be Axyde’s primary point of contact to the Government and will integrate multiple workstreams involving Microsoft Fabric, Power BI, Microsoft Purview, data engineering, data governance, AI adoption, training, student-information systems, and Ed-Fi integration.
This is principally a program-delivery role—not a hands-on solution-architect position. The ideal candidate understands Microsoft’s modern data platform well enough to manage technical teams, challenge delivery assumptions, control dependencies and evaluate technical progress.
Responsibilities

Serve as the single accountable program lead for the Contracting Officer’s Representative and other DoDEA stakeholders.

Manage performance across the IDIQ and concurrent firm-fixed-price task orders.

Establish and maintain the integrated master schedule, deliverable register, staffing plan, risk register and quality-control process.

Coordinate Axyde personnel, Microsoft Fabric engineers, data-governance specialists, Ed-Fi/SIS experts and training partners.

Manage scope, schedule, staffing, subcontractors, quality, risks, issues, corrective actions and Government acceptance.

Translate PWS requirements into work packages, milestones, acceptance criteria and accountable owners.

Monitor Microsoft Fabric, OneLake, Power BI, Purview, Azure integration and data-migration activities at the program level.

Ensure deliverables address security, privacy, accessibility, records management, data rights and Government-platform requirements.

Lead weekly status reviews, executive briefings, design and quality gates, and corrective-action processes.

Manage vacancies, personnel replacements, surge requirements, onboarding, continuity and knowledge transfer.

Maintain prime-contractor control over Government communications, commitments, deliverables and subcontractor performance.

Support task-order planning, staffing estimates, proposal development and price-to-technical reconciliation.

Ensure compliance with applicable IDIQ terms, task-order requirements and limitations on subcontracting.
Required Qualifications

Demonstrated experience managing complex federal technology, data, analytics or modernization programs.

Experience leading multiple technical and functional workstreams with interdependent schedules and deliverables.

Experience managing subcontractors and integrating partner performance under a prime contract.

Strong command of program controls, risk management, quality assurance, staffing, executive reporting and customer engagement.

Ability to translate technical work into measurable milestones and Government acceptance evidence.

Current Project Management Professional certification or equivalent recognized program-management credential.

Ability to work on-site at a designated DoDEA location as required.

U.S. work authorization and ability to satisfy federal suitability, identity, training and CAC/PIV credentialing requirements.

Excellent written and verbal communication skills.
Preferred Qualifications

Direct experience managing a Department of Defense IDIQ, BPA or multiple-award contract and associated task orders.

Experience managing firm-fixed-price data or technology task orders.

Prior responsibility for concurrent, multifunctional DoD task orders.

Working knowledge of:

Microsoft Purview and enterprise data governance

Azure Data Factory or comparable data-integration services

Data-lakehouse and medallion architectures
-
DevSecOps, CI/CD and infrastructure as code

Enterprise data migration and modernization

Responsible AI governance and adoption

Experience overseeing data architecture, data engineering, analytics, governance, training and organizational-adoption teams.

Familiarity with DoD cybersecurity, CMMC, FCI handling, Section 508, data rights and Government cloud environments.

Experience with education data, K–12 systems, student-information systems or Ed-Fi.

PgMP certification, Microsoft Fabric certification or relevant Azure/Data certification.

Experience developing or reviewing technical and price proposals for federal task orders.
Initial Assignment
The initial task order is expected to use five pricing months across a 21-week delivery schedule. It will emphasize mobilization, current-state assessment, target-state architecture validation, Microsoft Fabric migration planning and initial execution, Power BI portfolio assessment, Purview governance, AI-adoption planning, accessible training and Ed-Fi/SIS integration.
The Program Manager is presently planned as a full-time key-personnel role for the initial task order. Continued work under later task orders will depend on Government requirements, funding and performance.
