Role purpose

Lead or independently review civil-nuclear and small modular reactor readiness, feasibility, safety, regulatory, workforce, fuel-cycle, grid, financing, export-control, and implementation analyses for potential Indo-Pacific project-scoping assignments.

Representative problems this role must solve

A country considering large-reactor or SMR development lacks an integrated readiness baseline.

Technical claims are plausible but regulatory, workforce, fuel-cycle, grid, safeguards, financing, procurement, or export-control preconditions remain unresolved.

Government decision-makers need a defensible advance/condition/phase/do-not-advance recommendation and a feasible technical-assistance or feasibility-study pathway.

Responsibilities

Frame the Government decision, minimum evidence, alternatives, critical assumptions, and stop/phase conditions.

Assess civil-nuclear development readiness across technology, site, safety, licensing, regulator capability, emergency planning, safeguards/security, workforce, fuel cycle, waste, grid integration, finance, procurement, and implementation.

Translate findings into phased scope/TOR tasks, evidence requirements, schedule, budget inputs, acceptance criteria, and risk controls.

Integrate with power-system, finance, legal/export, environmental/social, country, and U.S.-supplier specialists.

Challenge optimistic vendor or sponsor assumptions and support independent technical review without self-releasing authored work.

Minimum evidence-based qualifications

Direct civil-nuclear development, licensing, safety, regulatory, utility, owner/operator, vendor, advisory, feasibility, or technical-assistance experience.

Evidence covering development/readiness—not solely naval propulsion or routine plant operations.

Experience with emerging or newcomer nuclear markets is strongly preferred.

Knowledge of applicable international nuclear safety, safeguards, security, fuel-cycle, waste, workforce, and export-control considerations.

U.S. citizen or lawful permanent resident, with written attestation required before proposal inclusion.

Demonstrated senior/expert judgment supported by specific project, analysis, decision-product, or implementation evidence—not keyword familiarity alone.

Ability to produce concise, defensible written analysis in English and work across technical, commercial, financial, safeguards, institutional, and implementation interfaces.

Ability to become available for potential Indo-Pacific travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.

Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes, country/customer limitations, and relevant intellectual-property constraints.

Evidence to submit

Two to four representative projects demonstrating the required expert judgment and decision-grade products.
