Role purpose

Provide source-supported country, sponsor, institutional, regulatory, market, stakeholder, language, and implementation context for energy and critical-minerals assignments across Southeast Asia, South Asia, and Pacific Islands.

Representative problems this role must solve

• Technically sound analysis fails because sponsor authority, procurement capacity, permits, policy, stakeholder incentives, data access, or implementation governance are misunderstood.
• Cross-border or multi-country opportunities require aligned institutions, utilities, regulators, sponsors, benefit allocation, or regional systems.
• A scoping mission needs credible engagement planning, country-specific evidence, logistics awareness, and rapid synthesis without improper pre-award contact or local substantive technical subcontracting.

Responsibilities

• Validate sponsor mandate, ownership, priority, decision rights, procurement/implementation capacity, policy, permits, market structure, institutions, and stakeholder landscape.
• Build country evidence plans, stakeholder maps, interview questions, contact controls, and implementation-risk assessments.
• Support authorized meetings, scoping missions, evidence collection, interpretation of country systems, and documentation of contradictory or incomplete claims.
• Integrate country findings with sector, finance, safeguards, U.S.-export, TOR, and schedule work.
• Identify lawful remote/local support options while preserving U.S.-person substantive technical-work requirements.

Minimum evidence-based qualifications

• Deep professional experience in one or more target countries in Southeast Asia, South Asia, or Pacific Islands.
• Evidence working with relevant ministries, regulators, utilities, sponsors, investors, development institutions, suppliers, communities, or infrastructure programs.
• Professional local-language capability is preferred where substantiated; no specific language is assumed for every assignment.
• Energy, critical minerals, infrastructure, project development, investment, procurement, policy, or safeguards experience.
• U.S. citizen or lawful permanent resident, with written attestation required before proposal inclusion.
• Demonstrated senior/expert judgment supported by specific project, analysis, decision-product, or implementation evidence—not keyword familiarity alone.
• Ability to produce concise, defensible written analysis in English and work across technical, commercial, financial, safeguards, institutional, and implementation interfaces.
• Ability to become available for potential Indo-Pacific travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
• Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes, country/customer limitations, and relevant intellectual-property constraints.

Evidence to submit

• Current résumé or CV with dates, employer/client, country, project stage, personal role, methods used, decision product, and outcome for the most relevant assignments.
• Two to four representative projects demonstrating the required expert judgment and decision-grade products.
• Countries/regions worked, languages used professionally, travel limitations, and current location.
• Licenses, registrations, clearances, certifications, publications, or standards experience when relevant to the role.
• Written permission for Axyde to use and evidence-preservingly reformat the résumé for solicitation 1131PL26R0056, subject to final résumé review if requested.
