Role purpose
Lead integrated oil, gas, LNG-to-power, pipeline, terminal, storage, refining, or related project-scoping analyses from resource/feedstock and facilities through market/off-take, infrastructure, safeguards, financing, procurement, and implementation.Representative problems this role must solve
- An upstream opportunity has reservoir, drilling, production, facilities, local-content, market, export, or infrastructure uncertainty.
- An LNG, pipeline, terminal, storage, refinery, or LNG-to-power chain has interface, capacity, demand, port, power, emissions, safety, schedule, or financing risks.
- Strong experience in one segment must be integrated with other chain segments rather than treated as complete coverage.
Responsibilities
- Frame and evaluate integrated resource/feedstock, development concept, facilities, transport, terminal/storage, processing, market/off-take, utilities, safety, emissions, local-content, financing, and implementation assumptions.
- Identify interface owners, critical-path dependencies, alternatives, failure modes, and data/evidence needs across the chain.
- Translate findings into phased studies, TOR tasks, cost/schedule inputs, procurement/supplier actions, acceptance criteria, and decision conditions.
- Integrate with finance, safeguards/process safety, legal/regulatory, country, port/power, and U.S.-supplier specialists.
- Provide or support independent review within substantiated segment expertise.
Minimum evidence-based qualifications
- Senior project development, engineering, operations, advisory, feasibility, diligence, or investment experience in upstream oil/gas and/or LNG/midstream/downstream systems.
- Evidence of integrated-chain decisions, not only a narrow operational specialty.
- Emerging-market, international, port, pipeline, terminal, LNG-to-power, refining, or petrochemical interfaces are strongly preferred.
- Knowledge of safety, emissions, local content, procurement, market/off-take, and financing interfaces.
- U.S. citizen or lawful permanent resident, with written attestation required before proposal inclusion.
- Demonstrated senior/expert judgment supported by specific project, analysis, decision-product, or implementation evidence—not keyword familiarity alone.
- Ability to produce concise, defensible written analysis in English and work across technical, commercial, financial, safeguards, institutional, and implementation interfaces.
- Ability to become available for potential Indo-Pacific travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
- Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes, country/customer limitations, and relevant intellectual-property constraints.

- Two to four representative projects demonstrating the required expert judgment and decision-grade products.
