U.S. Export, Supplier & Procurement Strategy Lead (RAE) - Remote
Role purpose
Assess U.S. export potential, equal competitive access, supplier capability, procurement pathways, local-content and standards barriers, market structure, and implementable actions for energy and critical-minerals opportunities.Representative problems this role must solve
- A viable project may not create realistic U.S. export opportunity because specifications, financing, procurement, local content, standards, incumbent suppliers, timing, or sponsor practices restrict access.
- U.S. supplier interest is asserted but not supported by a disciplined product/service map and engagement evidence.
- A project requires procurement, packaging, financing, or TOR actions to create fair competition and measurable U.S. content potential.
Responsibilities
- Map project demand to U.S. goods/services, supplier segments, timing, standards, qualification, financing, procurement, and local-content requirements.
- Assess competitors, incumbent structures, market access, specification barriers, packaging, sponsor practices, and equal-access conditions.
- Design controlled supplier outreach, evidence capture, U.S.-supplier database inputs, and export-potential analysis.
- Translate barriers into TOR tasks, procurement/technical specifications, capacity building, financing actions, decision conditions, and measurable outcomes.
- Integrate with sector, finance, country, legal/regulatory, sponsor, and implementation specialists.
Minimum evidence-based qualifications
- Senior export development, international business, infrastructure procurement, supplier engagement, trade, project development, U.S. industry, or commercial advisory experience.
- Evidence connecting specific project demand to credible U.S. supplier participation and procurement/financing actions.
- Energy, mining/minerals, industrial technology, infrastructure, or emerging-market experience.
- Knowledge of competitive procurement, standards, qualification, local-content, financing, and market-entry barriers.
- U.S. citizen or lawful permanent resident, with written attestation required before proposal inclusion.
- Demonstrated senior/expert judgment supported by specific project, analysis, decision-product, or implementation evidence—not keyword familiarity alone.
- Ability to produce concise, defensible written analysis in English and work across technical, commercial, financial, safeguards, institutional, and implementation interfaces.
- Ability to become available for potential Indo-Pacific travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
- Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes, country/customer limitations, and relevant intellectual-property constraints.
Evidence to submit
- Current résumé or CV with dates, employer/client, country, project stage, personal role, methods used, decision product, and outcome for the most relevant assignments.
- Two to four representative projects demonstrating the required expert judgment and decision-grade products.
- Countries/regions worked, languages used professionally, travel limitations, and current location.
- Licenses, registrations, clearances, certifications, publications, or standards experience when relevant to the role.
