Role purpose

Lead assessment and scoping of urban data platforms, GIS, digital twins, IoT analytics and responsible AI, with disciplined attention to data quality, interoperability, governance, privacy, adoption and measurable public-service outcomes.

Representative assignment problems

Assess municipal data sources, ownership, quality, standards, APIs, geospatial foundations and operating capacity.

Define urban-platform, GIS/digital-twin, IoT analytics and AI-governance alternatives, including privacy and model-risk controls.

Develop use cases, reference architecture, phased roadmap, procurement/TOR requirements, budgets and acceptance measures.

Responsibilities

Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules and the cumulative Final Report.

Participate in rapid mobilization, remote analysis, quality reviews and international travel when assigned.

Coordinate across technical, country, finance, export, resilience and editorial disciplines; surface contradictions and uncertainties early.

Protect Government, sponsor, customer and candidate information; immediately disclose actual, potential or apparent conflicts.

Minimum evidence-based qualifications

10+ years in urban data, enterprise/public-sector data platforms, GIS, digital twins, IoT analytics or AI governance.

Named municipal or public-infrastructure implementations with measurable outcomes and personal technical responsibility.

Evidence of interoperability/data-governance products and implementation roadmaps, feasibility studies or TOR/SOW development.

International or Europe/Eurasia experience preferred.

U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting.

Ability to support proposal or delivery activity on approximately 20 days' notice, subject to assignment timing.

Strong written English and ability to produce concise Government decision products.

Willingness and ability to travel internationally, including up to three trips of up to ten business days when assigned.
