Role purpose

Design and independently test the licensing, safety, regulatory, siting, emergency-preparedness and institutional work needed to determine whether a prospective civil-nuclear opportunity can advance responsibly.

Representative problems this role must solve

• A sponsor has a plausible nuclear-power concept but no credible licensing pathway, regulator-capacity plan or safety-case sequence.
• Technology, site, grid, fuel, waste, safeguards and emergency-planning assumptions are advancing on incompatible timelines.
• The Government needs a bounded scoping recommendation that separates near-term technical assistance from later feasibility or implementation work.

Responsibilities

• Assess nuclear legal and regulatory frameworks, regulator readiness, licensing sequence, safety-case expectations and institutional interfaces.
• Define evidence needs, decision gates, critical dependencies, schedule risks and recovery options for siting, licensing and regulatory capacity.
• Integrate nuclear safety, safeguards, security, waste, grid, environmental/social and public-stakeholder considerations into project-scoping products.
• Draft or review decision-grade findings, terms of reference, task structures, acceptance criteria, budgets and schedules.
• Serve as an independent reviewer when not responsible for the underlying analysis.

Minimum evidence-based qualifications

• Direct civil-nuclear licensing, nuclear safety, regulatory, siting, emergency-preparedness or regulator-capacity experience.
• Evidence of personally leading or reviewing licensing strategies, regulatory gap assessments, safety-case work, nuclear-infrastructure reviews or related Government/owner decisions.
• International or emerging-market nuclear experience is strongly preferred; familiarity with IAEA milestone and safety-framework concepts is valuable.
• Demonstrated senior/expert judgment, normally supported by at least 10 years of directly relevant work and specific project or decision-product evidence.
• Ability to separate verified facts, assumptions, professional judgments, uncertainties and recommendations in concise written English.
• U.S. citizen or non-U.S. citizen lawfully admitted for permanent residence in the United States; written attestation is required before proposal inclusion.
• Ability to become available for potential Regional Asia travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
• Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes and country/customer limitations.

Evidence to submit

• Current resume or CV with dates, employer/client, country, project stage, personal role, methods used, decision product and outcome for the most relevant assignments.
• Two to four representative projects that substantiate the specific expertise claimed; identify what you personally did rather than the team's general scope.
• Countries/regions worked, languages used professionally, current location, travel limitations and relevant licenses, registrations, certifications, standards or publications.
• Written permission for Axyde to use and evidence-preservingly reformat the resume for solicitation 1131PL26R0056, subject to final resume review if requested.
