Role purpose

Test whether tariff, market, dispatch, wheeling and cross-border rules can support the proposed project and define the reforms or transaction work needed to close gaps.

Representative problems this role must solve

• A technically sound project lacks a credible tariff, offtake, dispatch or cost-recovery pathway.
• Cross-border power trade depends on unsettled wheeling, congestion, settlement, balancing or regulatory responsibilities.
• Sponsor revenue assumptions are inconsistent with market rules, customer credit, curtailment or utility financial condition.

Responsibilities

• Assess power-market design, tariff methodology, dispatch, ancillary services, wheeling, settlement, curtailment, offtake and regulator/utility roles.
• Evaluate market and regulatory assumptions against project cash flows, customer credit, risk allocation and implementation schedule.
• Define policy, transaction, stakeholder, data and modeling tasks needed for a feasibility study or technical-assistance effort.
• Draft or review decision products, TORs, acceptance criteria and risk-based recommendations.

Minimum evidence-based qualifications

• Direct power-market, utility-regulation, tariff, PPA/offtake, cross-border trade or electricity-sector reform experience.
• Evidence of personally producing or reviewing tariffs, market rules, regulatory assessments, transaction structures or decision products.
• Experience in Regional Asia, emerging markets or financially constrained utilities is strongly preferred.
• Demonstrated senior/expert judgment, normally supported by at least 10 years of directly relevant work and specific project or decision-product evidence.
• Ability to separate verified facts, assumptions, professional judgments, uncertainties and recommendations in concise written English.
• U.S. citizen or non-U.S. citizen lawfully admitted for permanent residence in the United States; written attestation is required before proposal inclusion.
• Ability to become available for potential Regional Asia travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
• Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes and country/customer limitations.

Evidence to submit

• Current resume or CV with dates, employer/client, country, project stage, personal role, methods used, decision product and outcome for the most relevant assignments.
• Two to four representative projects that substantiate the specific expertise claimed; identify what you personally did rather than the team's general scope.
• Countries/regions worked, languages used professionally, current location, travel limitations and relevant licenses, registrations, certifications, standards or publications.
• Written permission for Axyde to use and evidence-preservingly reformat the resume for solicitation 1131PL26R0056, subject to final resume review if requested.
