Role purpose

Convert an investment or institutional decision into a complete, non-duplicative and procurable feasibility-study or technical-assistance terms of reference.

Representative problems this role must solve

• A promising opportunity has not been framed into the decision, evidence, tasks, interfaces and acceptance criteria a future study must satisfy.
• Technical, commercial, financial, safeguards, U.S. export and implementation tasks overlap or leave material gaps.
• The TOR is activity-based but not decision-based, making scope control, pricing, evaluation and acceptance difficult.

Responsibilities

• Frame the Government/sponsor decision, intended users, baseline evidence, material uncertainties and study boundaries.
• Decompose the work into integrated tasks with inputs, methods, outputs, dependencies, owner disciplines, acceptance criteria and comment/release steps.
• Draft TOR language, deliverable definitions, schedules, staffing assumptions, Government/sponsor responsibilities and data needs.
• Reconcile technical scope with BOE, travel, ODCs, risk, procurement practicality and U.S. supplier opportunity.

Minimum evidence-based qualifications

• Direct experience designing, drafting, pricing, procuring, executing or independently reviewing international feasibility-study or technical-assistance TORs.
• Evidence of personally translating ambiguous project concepts into integrated work plans, deliverables and acceptance criteria.
• USTDA, development-finance, multilateral, owner-engineer, engineering-consulting or comparable project-preparation experience is strongly preferred.
• Demonstrated senior/expert judgment, normally supported by at least 10 years of directly relevant work and specific project or decision-product evidence.
• Ability to separate verified facts, assumptions, professional judgments, uncertainties and recommendations in concise written English.
• U.S. citizen or non-U.S. citizen lawfully admitted for permanent residence in the United States; written attestation is required before proposal inclusion.
• Ability to become available for potential Regional Asia travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
• Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes and country/customer limitations.

Evidence to submit

• Current resume or CV with dates, employer/client, country, project stage, personal role, methods used, decision product and outcome for the most relevant assignments.
• Two to four representative projects that substantiate the specific expertise claimed; identify what you personally did rather than the team's general scope.
• Countries/regions worked, languages used professionally, current location, travel limitations and relevant licenses, registrations, certifications, standards or publications.
• Written permission for Axyde to use and evidence-preservingly reformat the resume for solicitation 1131PL26R0056, subject to final resume review if requested.
