Role purpose

Join island-country institutional knowledge with practical energy-resilience, utility, logistics, finance and stakeholder constraints across the Pacific islands.

Representative problems this role must solve

A small system has limited utility staff, high imported-fuel exposure, constrained procurement and fragile transport/logistics.
A technically sound concept is too large, complex or maintenance-intensive for the local institution and market.
Climate, disaster, land, customary ownership, community, maritime and donor-coordination issues determine implementation success.

Responsibilities

Map country, utility, community, customary-land, donor, regulator and sponsor roles and practical decision pathways.
Assess institutional capacity, resilience priorities, disaster risk, logistics, workforce, O&M, procurement and finance constraints.
Validate local evidence and define right-sized stakeholder, travel, data and implementation tasks.
Support TORs, phased plans, acceptance criteria, U.S. supplier opportunities and risk controls suited to small island systems.

Minimum evidence-based qualifications

Sustained professional experience in Pacific island countries or territories with direct energy, utility, infrastructure, Government, development-finance or community relevance.
Evidence of personally supporting decisions or implementation in small-island systems; generic Asia-Pacific experience is insufficient.
Understanding of donor coordination, customary land/community engagement, remote logistics and utility capacity is strongly preferred.
Demonstrated senior/expert judgment, normally supported by at least 10 years of directly relevant work and specific project or decision-product evidence.
Ability to separate verified facts, assumptions, professional judgments, uncertainties and recommendations in concise written English.
U.S. citizen or non-U.S. citizen lawfully admitted for permanent residence in the United States; written attestation is required before proposal inclusion.
Ability to become available for potential Regional Asia travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes and country/customer limitations.

Evidence to submit

Two to four representative projects that substantiate the specific expertise claimed; identify what you personally did rather than the team's general scope.
