Oman Mining Regulatory & Stakeholder Lead (Contingent, Part-Time)
Axyde Analytics is organizing an Oman-focused minerals project-preparation initiative in response to the U.S. Department of State’s publicly issued NEA/AC Regional Annual Program Statement, DFOP0018712. We are seeking a locally grounded professional who can help convert technical and commercial opportunities into verified, responsibly structured, sponsor-ready decisions.
Location and engagement
Muscat, Oman. Local/hybrid work with limited in-country travel. Contingent, part-time consulting assignment. Timing, level of effort, travel, and compensation would be agreed only after selection and award.
Role purpose
Serve as Axyde’s Oman mining-regulatory and stakeholder lead. Coordinate authorized engagement, map regulatory pathways, verify evidence, and support local execution while Axyde retains prime program, fiduciary, technical-integration, quality, and reporting accountability.
Responsibilities
• Map applicable Oman mining, minerals-processing, environmental, industrial-zone, infrastructure, permitting, licensing, and institutional pathways.
• Plan and document authorized Arabic- and English-language stakeholder engagement with project sponsors, private-sector participants, communities, technical entities, and relevant institutions.
• Screen mineral, processing, and enabling-infrastructure opportunities for readiness, ownership, evidence quality, decision gaps, and implementation constraints.
• Verify sponsor-supplied records; maintain meeting notes, action logs, evidence registers, and follow-up records.
• Coordinate local field logistics, site access, workshops, training, and institutional-transfer activities.
• Integrate Oman-specific findings with geology, mineral-processing, environmental, financeability, commercialization, and program-management workstreams.
• Identify regulatory, stakeholder, safeguarding, schedule, integrity, and organizational-conflict risks early.
• Produce concise written inputs supporting advance, hold, or stop recommendations.
Required qualifications
• Based in Oman with the legal right to perform the contemplated work.
• Professional fluency in Arabic and English.
• At least 10 years of relevant experience in mining, minerals, industrial infrastructure, environmental regulation, or related project delivery.
• Personally delivered Oman minerals, environmental, industrial-zone, infrastructure, permitting, licensing, or stakeholder assignments.
• Demonstrated ability to prepare structured, evidence-based English-language reports and maintain auditable engagement records.
• Availability for part-time local work and limited in-country travel, subject to final agreement.
• Two relevant professional references.
• Ability to disclose and manage actual or potential conflicts involving regulators, beneficiaries, concessionaires, mine owners, vendors, or technology suppliers.
Preferred qualifications
Independent or private-sector consulting experience; direct mining or minerals-processing assignments; familiarity with Oman’s environmental, water, power, logistics, port, or industrial-development interfaces; experience supporting donor-funded or internationally financed programs; and experience designing or delivering institutional training.
