Chile-Based Bilingual Monitoring, Evaluation and Learning Officer

Axyde Analytics, LLC is recruiting proposed key personnel for a contingent U.S. Department of Labor initiative connecting stronger labor conditions and operating evidence in Chile’s copper supply chain with measurable benefits for American employment, wages and industrial resilience. This position is contingent upon award, final agreement and required due diligence.

Location and commitment
Santiago, Chile, with hybrid work and travel to copper-producing regions. Anticipated 36-month period and approximately 90 percent level of effort. Periodic U.S. travel may be required, subject to lawful admission.

Responsibilities
Lead the project monitoring, evaluation and learning system; refine the theory of change; establish indicators, baselines, targets and data-quality protocols; supervise field-data personnel; integrate quantitative and qualitative evidence; protect worker respondents through informed consent, confidentiality, non-retaliation and grievance or referral procedures; lead learning reviews; and coordinate evidence needed for U.S. jobs and wage analysis.

Must-have qualifications
• Current authorization to work in Chile without Axyde-sponsored Chilean immigration processing.
• Based in Chile or able to be primarily resident there.
• Professional written and spoken Spanish and English.
• At least eight years of progressively responsible MEL experience.
• Leadership of theory of change, indicator, baseline, target and formal DQA systems.
• Experience on an international labor, workforce, worker-rights or social-protection program.
• Experience with confidentiality, non-retaliation, grievance, referral or safeguarding controls for worker or vulnerable-participant research.
• Ability to supervise field data and integrate mixed methods.
• Availability for approximately 90 percent LOE.

Copper or mining experience is strongly preferred but is not an automatic knockout when the candidate has exceptional Chilean labor and MEL credentials.

Compensation
Anticipated annualized equivalent of USD 70,000–105,000, prorated to final LOE and engagement structure. Final compensation must be reasonable, documented, locally compliant and approved in the award budget. No employment or payment is promised before award and written agreement.
