26-0037B-001 | Program Delivery Lead — Oman (Contingent, Intermittent)

Axyde Analytics, LLC seeks expressions of interest for a Program Delivery Lead for the proposed Oman Critical Minerals Testing Quality and Workforce Pilot (26-0037B). This is advance recruiting for a proposed 18-month project; no award or start date is confirmed.

Location and proposed effort
Oman delivery, with Muscat as the recruiting location. The current plan budgets approximately 80 professional days spread across 18 months, combining agreed site visits and remote coordination. This is an intermittent assignment, not a full-time resident appointment. The final work location, schedule, engagement terms and compensation will be agreed before work. No relocation package is promised.

The role
Lead the integrated work plan for one existing-facility demonstration, two analytical workflows and practical training for 12 Omani personnel. Coordinate host selection, three user cases, lawful sample and data access, technical specialists and a priced inception plan. Manage delivery milestones, records, risks, quality-review actions and handover. Support needs-based exchanges with U.S. service providers and evidence of repeat customer use. Work with a locally based coordinator; qualified specialists retain technical sign-off, and independent reviewers assess work they did not produce. Axyde retains award and financial authority.

Relevant experience
Demonstrated delivery of mineral-services, laboratory-quality, industrial technical-assistance or comparable multidisciplinary projects. Evidence of managing specialist assignments, providers, schedules, sample/data permissions and practical capability transfer. Oman or Gulf delivery experience and familiarity with mineral testing are valuable. Ability to work with local staff and communicate clearly in English is important; Arabic capability is helpful.
