Apply to 26-0080-003 | ICT Infrastructure and Data Protection Specialist — Ghana (Contingent)
Axyde Analytics, LLC is assembling a proposed Ghana consortium for an education baseline, digital infrastructure readiness assessment and AI user-needs study supporting Ghana’s Digital Education Pilot and AI Teacher Companion. We invite expressions of interest for a paid consultancy, contingent on contract award, funding and agreed terms. This is an assessment and planning assignment.
Location and timing
Primary duty station: Accra, Greater Accra, Ghana, with field missions. The programme covers the catchments of Accra College of Education (Accra), Al-Faruq College of Education (Wenchi), Foso College of Education (Assin Foso), Tamale College of Education (Tamale), Dambai College of Education (Dambai) and Wesley College of Education (Kumasi). The 60 participating basic schools have not yet been selected; precise school sites and individual travel schedules will be agreed.
International and Ghana-based applicants are welcome. Remote analysis and technical planning may be agreed alongside a credible arrangement for Ghana site assessments and stakeholder participation. Fully remote delivery is not guaranteed.
The overall assignment is 100 days; each consultant’s working days may be intermittent or part-time and will depend on the agreed workplan. Start dates will be negotiated. Fees, travel and delivery expenses must be agreed within the funded scope before engagement. The eventual contract may be with a Ghana consortium member; the contracting entity and terms will be confirmed before appointment. Applying does not create employment, exclusivity or an appointment with Axyde or UNICEF.
Your role
- Lead site-level assessment of connectivity, power, devices, laboratories, digital learning environments, maintenance and technical support.
- Assess privacy, data protection, cybersecurity, secure device use/storage, operational readiness, accessibility and safeguarding-related technology risks.
- Identify minimum conditions, gaps and priority investments for safe, equitable AI-enabled teacher support in participating colleges and sampled basic schools.
- Develop practical assessment instruments, evidence-based technical requirements and prioritized recommendations suited to unreliable power and low-connectivity settings.
- Provide indicative capital and recurrent costs, risks and implementation-planning inputs in coordination with education and MEL specialists.
Experience and qualifications
- An advanced university degree directly related to the proposed technical role is expected. The RFP permits a first university degree plus substantial relevant professional experience for selected technical roles where appropriate; describe that evidence if applicable. Acceptance depends on the proposed role and the buyer’s assessment.
- Practical experience conducting ICT infrastructure, connectivity, cybersecurity, data protection or digital-readiness assessments in schools, higher education or comparable public-service settings.
- Ability to integrate power, connectivity, device/support needs, privacy, security and accessibility into feasible recommendations.
- Sound understanding of responsible technology use, safeguarding, privacy risks and constraints in low-connectivity and diverse learning environments.
- Examples of your own assessment instruments, findings or costed recommendations and a practical approach to Ghana site participation; general cybersecurity experience alone does not demonstrate the full assessment scope.
Fluency in English is required. Ghana education-sector experience, Ghanaian languages (particularly Asante Twi and Dagbani), and work in comparable multilingual, low-resource settings are assets. Qualified applicants of any nationality may apply, subject to the ability to undertake the agreed Ghana work.
